Japan nationwide renovation orders hit record 13.8 trillion yen in FY2024

The Ministry of Land, Infrastructure, Transport and Tourism (MLIT) announced on June 13th the results of its annual Building Renovation and Renewal Survey for fiscal year 2024, covering the period from April 1, 2024, to March 31, 2025.


The survey targeted 5,000 licensed construction companies that served as prime contractors during the year. 


Total Orders Up 4.2%, Non-Residential Projects Surge 


Total orders for building renovation and renewal projects reached ¥13.83 trillion, a 4.2% increase from the previous fiscal year.


All percentages referenced here on in refer to the change from the previous fiscal year.

Non-residential buildings led the growth, with orders rising 7.7% to ¥9.70 trillion, while residential building orders declined 3.3% to ¥4.13 trillion. 


Breakdown by Type of Work 


Residential buildings: 

  • Expansion projects: ¥55.4 billion (+7.9%) 

  • Partial reconstruction: ¥144.4 billion (−10.1%) 

  • Renovation and refurbishment: ¥3.25 trillion (−1.9%) 

  • Maintenance and repair: ¥680.3 billion (−8.8%) 


Non-residential buildings: 

  • Expansion projects: ¥400.5 billion (+0.4%) 

  • Partial reconstruction: ¥203.9 billion (no change) 

  • Renovation, refurbishment, maintenance and repair: ¥9.09 trillion (+8.3%) 


Note: “Expansion projects” refer to construction work that increases the floor area of existing buildings, such as adding rooms or new floors. 


Orders by Building Use 


Among residential projects, single-family home projects accounted for the largest portion at ¥2.18 trillion (−4.2%), followed by multi-family whole building projects at ¥1.90 trillion (−2.2%). 


For non-residential buildings, offices topped the list at ¥2.21 trillion (−10.8%), followed by factories and other production facilities at ¥2.05 trillion (+13.8%), indicating a shift in corporate investment priorities. 


Q4 Snapshot: Non-Residential Projects See Sharp Rise


In the fourth quarter of FY2024 (January 1 to March 31, 2025), total renovation orders rose 7.3% year-on-year to ¥3.34 trillion. The non-residential sector was the main driver, with orders climbing 18.4% to ¥2.42 trillion, while residential orders fell 14.0% to ¥917.4 billion.


Residential (Q4):


  • Expansion projects: ¥12.7 billion (+12.3%) 

  • Partial reconstruction: ¥32.7 billion (+5.9%) 

  • Renovation and refurbishment: ¥715.1 billion (−13.3%) 

  • Maintenance and repair: ¥156.9 billion (−21.6%) 


Non-residential (Q4):


  • Expansion projects: ¥100.9 billion (+62.4%) 

  • Partial reconstruction: ¥66.4 billion (+90.0%) 

  • Renovation, refurbishment, maintenance and repair: ¥2.26 trillion (+15.6%)
