Shibuya Miyamasuzaka redevelopment project gets green light from Tokyo Governor

On April 30th, Tokyu Corporation, Hulic and the Miyamasuzaka District Urban Redevelopment Preparation Association announced the Tokyo Metropolitan Government approved the union to create an official redevelopment association for the Miyamasuzaka Area Type 1 Urban Redevelopment Project, marking a major step in the transformation of Shibuya’s east side.

Kickstarting the Next Stage of Shibuya’s Urban Regeneration
Situated on a 1.4-hectare site adjacent to the east side of Shibuya Station - one of Tokyo’s busiest transportation hubs with nine lines operated by four railway companies - the Miyamasuzaka project aims to revitalize an area known for its accessibility but long overlooked in terms of urban infrastructure.

The redevelopment will address long-standing challenges, including fragmented pedestrian access and topographical barriers, by enhancing connectivity and public amenities.

This initiative is considered a key anchor project for the "second stage" of Shibuya’s urban renewal. The area’s redevelopment will complement the station’s ongoing upgrades - such as pedestrian decks and underground corridors - by extending cohesive design and functionality to the east exit.
Large-Scale, Mixed-Use Development Across Three Zones
The site will be divided into three main blocks:
A-Wing: A 180-meter tall, 33-story tower with three basement levels, housing offices, a hotel, an international-standard hall and conference center, event facilities, and an industrial incubation center. This flagship building will serve as a global hub for business and innovation.
B-Wing A 7-story, 2-basement commercial facility focused on retail and lifestyle offerings.
C-Wing: A low-rise structure with a rebuilt and modernized Shibuya Miyamasu Mitake Shrine, aiming to preserve and renew the area's cultural identity.

The total floor area of the development will be approximately 201,300 square meters.
This project has been designated as a National Strategic Special Zone initiative by the Japanese government, underscoring its importance to Tokyo’s future as a global city, reducing the chances of construction delays.
Project Timeline and Background
2015: Planning began with the formation of a local study council.
2019: Preparation association established.
2023: Project certified as a National Strategic Special Zone.
2025: Urban redevelopment association formally approved.
2026 (planned): Rights conversion plan approval.
2027 (planned): Construction to begin.
2031 (planned): Completion and opening.
