Patience Capital Group large development plan spurs Myoko consultative council formation

Niigata Prefecture will establish a public-private consultative council in July to oversee a large-scale resort development by Singapore-based Patience Capital Group (PCG) in the Myoko Kogen area.
The council will include PCG and Myoko City officials, as city leaders plan a separate body to address residents' concerns.

Myoko City Mayor Kido, while expressing anticipation for a broader regional approach to the development, announced plans to independently establish a separate council dedicated to residents' input.
The creation of these new councils was revealed during a regular press conference on Thursday, June 5th. PCG's ambitious resort plan encompasses both the Myoko Kogen and Madarao Kogen regions.

Niigata Prefecture will launch its public-private council next month, bringing together PCG, Myoko City, and railway operators. Its goal is for stakeholders to share information and align appropriate development strategies.
Mayor Kido voiced optimism for a comprehensive approach, especially concerning improved access from Joetsu-Myoko and Nagano stations.
He emphasized, "Transportation is inextricably linked. We must consider both Tokitetsu (Echigo Tokimeki Railway) and visitors from Nagano Station. Collaborating with the prefecture is of significant significance."

Significantly, local residents will not be part of the prefectural council. However, to alleviate concerns, Mayor Kido plans to establish a separate, independent council focused solely on local input.
He elaborated, "We will create ordinances concerning development procedures and development permit standards. For any development project in Myoko - not just PCG's - we must establish a council that involves residents and addresses issues like waste and daily life problems within the city. I want to proceed with a resident-involved approach at the city level, separate from the prefectural initiative."

Drawing parallels with areas like Hokkaido's Niseko and Nagano's Hakuba, Mayor Kido stressed his desire to "prevent uncontrolled development." He also announced plans to enact a development-regulating ordinance, with a framework to be presented at this month's city council session and a formal proposal expected in September.
